Heilongjiang Education Center for International Exchange (HECIE), a corporate body affiliated to Heilongjiang Provincial Education Department, has developed into the professional organization in the field of international exchanges and cooperation in Heilongjiang Province. HECIE is the only authorized organization of Chinese Service Center for Scholarly Exchange in Heilongjiang Province. The overseas universities and colleges recommended for students by HECIE are approved by the Ministry of Education. It also provides students with authoritative security. HECIE with the Chinese Group carried out a series of activities called Heilongjiang educational and cultural exchanges with the United Nations officials, which has made a positive contribution in the International Chinese Promotion and Confucius Classroom.

HECIE has successfully carried out works on overseas training program for administrators, experts in education field at different levels sponsored by the government, the International Chinese Promotion, going for overseas study program for students, AFS exchange of students and teachers, dealing with Assessment and Recognition of Foreign Credentials and overseas students file storage, settle in and dispatch affairs, etc. The service targets of HECIE ranges from students, teachers to leaders at all levels of education and it has initially built a fairly integrated educational international exchange service system. HECIE has built a long-term and extensive relationship of exchange and cooperate with national and international educational institutions. HECIE has become an important window of foreign exchange and service in Heilongjiang province.
